Vorgehen in Guide 8.0 (hast Du die neueste Version ? - ich habe die
vom 17 Sep 2008):
- Menue Einstellungen
--> TLE = ...
Dann bekommst Du so ein Fenster:

! You can tell Guide to display artificial satellites using files
of orbital elements ("TLEs", or "two-line elements"). If you've already
downloaded or created your own file of TLEs, you can click on the following
line; Guide will then prompt you to select that file, and will then
display satellites from it.
Click here to select a TLE file from your hard drive
Guide can also fetch TLEs from various ftp sites. Clicking on the
following lines will cause Guide to get one of the more popular element
sets (from http://www.tle.info) and to switch to showing artificial satellites from it.
Get 'visual.tle' (about 19 KBytes)
Get 'all_tle.txt' (about 650 KBytes)
Get 'tle.txt' (about 64 KBytes)
(...)

- Dort wählst Du am besten
Get 'all_tle.txt' (about 650 KBytes)
- Dann kommt ein Download Fenster und die neuen TLEs werden installiert.
- Fertig.
Vielleicht hast Du Deiner Windows-Firewall nicht erlaubt rauszurufen ?
Dazu: Start --> Systemsteuerung --> Windows-Firewall
- Firewall natürlich auf AKTIV setzen, aber dann zusätzlich
- im Reiter 'Ausnahmen': guide8.exe eintragen!
